trying to simplify code by making use of new `wega:enquote()`
and try to enquote properly with typographic quotes
`apparatusEntry` for creating popovers and apparatus entries
and add quotation marks to expansions and corrections
necessary for e.g. the mode='lemma' in the apparatus.xsl
necessary after the mode change in 3777509
and fix the explanation for mixed content tei:del (gap|text)
not to fail test for `functx:all-whitespace`
to deal with multiple readings
