Initial work to implement new nav bar for school management forms.

  • Section highlights and icons?
  • Improve header
  • Add index page
  • Add specs for navigation
  • Add navigation to all forms
  • Only link to expert analysis if school has gas
  • Simplify access control tests
  • Simplify options for admins
  • Share code between nav and manage menu?
  • How to handle meters page?
  • How to handle tariffs page?
  • Should there be a component for page with left nav, with slots for header, nav, main body?
