Use postgres vars directly instead of the custom ones

The eval command is currently not implemented in the Makefile. This commit adds the TODO item. On the list of priorities

This commit updates the promptfoo eval command in the Makefile to include the option to specify the name of the eval directory. This allows for more flexibility when running evaluations.

- remove `---` from the build and fix prompts, causing the evals to fail due to promptfoo's pre-processing logic using those characters as prompt delimiters. - setup gen.go to support openai-parameters by default - modify provider template to support a few openai-api parameters
