chore: fix CI and update Kong images

Summary

Apparently the CI was failing or rather not running consistently:

This PR fixes the CI by using proper branches specifier in .github/workflows/test.yaml

You have an error in your yaml syntax on line 14

and also update kong images and bump setup-go to v5

Also don't use master-alpine which is not pushed anymore and last available tags if from months ago: https://hub.docker.com/layers/kong/kong/master-alpine/images/sha256-9a645f79949e5adacbb64178a636857bec092fe76d73629bd4e38d145d0d3821?context=explore
