Just run make into the directory and you're done.
devkitPro, devkitARM and the gba-dev package are needed for that. An easy installer for windows can be found here. For any other platform, including macOS and any Linux version, devkitPro can be installed by following this instructions and gba-dev can then be installed on macOS and Linux
