[FEA] Add testing of all shim layers to CI/CD #415

Make sure we are building and testings all the spark versions the shim layer now supports - 3.0.0, 3.0.1, and 3.1.0.

Ideally we build it, run unit tests against all 3, then run integration tests against all 3(note we have integration test builds so just make sure they are working).

We may also consider building the core against various versions of Spark as a sanity test to see if anything in the common code breaks with other versions.

note we need to fix the 3.1.0 unit and integration tests before enabling those builds
