As we are dropping support for ubuntu 16, and cudf is deprecating support for cuda 10.x
We are going to make our pre-merge pipeline to use ubuntu 18 + cuda11.0 as default env.
Tested in my forked repo. I will verify w/ a Test PR after this one got merged~
