[Doc]Remove CUDA related requirement from download page.[Skip CI] #9277

Since we do not require CUDA to be installed and we only require NVIDIA driver to be installed, this PR is to make it clear and remove the CUDA related requirements from download page.

That's fine with me, as long as we've tested this. Looking at some of the Dockerfiles scattered around, they all seem to be based on nvidia/cuda* which would include CUDA being installed. Arguably all of our test environments should not have CUDA installed if that's what we're advertising should work.
