Plot summary of all scenarios with scenario management

Add summary plots which compare between different scenario runs. The graphics are saved in a new folder

TODOS

• write more nicely snakemake rule
• check that this is working also with overnight scenarios
• write out concated csvs as well
• restructure functions in plot_summary so that more functionalities can be imported instead of repeating parts of the code
