related to RMI-PACTA/workflow.scenario.preparation#58

  • region_isos gains entries for weo_2023, geco_2023, isf_2023
  • updates mapping of OECD/Non-OECD and developed/developing economies in weo_2023 mapping
  • updates corresponding tests
