We have clean builds of v1.16.2 on Windows with R 4.3.3 and 4.4.1, but get the following test failure output in the logs:

Test 1623 didn't produce the correct error:
Expected: File '~' is a directory
Observed: File '~' does not exist or is non-readable. getwd()=='C:/Users/VSSADM~1/AppData/Local/Temp/Rtmp8G8cXt'

I saw

great! we should just skip that test when !dir.exists('~').

@mfansler is this worthy of a patch release for you?

I sent a PR for review. In the meantime, I'll patch the CF builds of v1.16.2.
