Add all_isr command to test if all replicas are in sync, not just the minimum required.

You'll need to add your subparser for the all_isr check around here: https://github.com/Yelp/kafka-utils/blob/master/kafka_utils/kafka_check/main.py#L120 before it can be used in kafka-check
