Issue Description
When clientwork opens a delay-scheduled thread, the first thread is opened when the number of configurations to be listened to is 0-3000, and the second thread is opened when the configuration number is 3000-6000.When the number of listen configurations drops below 3000, the second thread will always be running empty
当clientwork 开启延迟调度线程时，当监听的配置数0-3000会开启第一个线程， 3000-6000会开启第二个线程。此时当监听配置数降到3000以下，第二个线程此时则会一直在空跑

When the number of configuration listeners drops below 3000, the second thread can be closed
当配置监听器的数量下降到3000以下时，第二个线程可以关闭
取消的监听配置 cacheData 有可能属于taskId=0的线程，也有可能属于taskId=1的线程
当taskId=0的线程中有1500个配置时，taskId=1的线程中有1500个配置时，此时也希望有一个线程来运行LongPollingRunnable。
