[struct_pack][bugfix] fix undefined macro when compiling with standard greater than 20

Why

struct_pack_has_feature is not defined when compiling with project for c++23/gnu++2b or above.

Since struct pack is hpp header, we should consider suceefully compiling against standards above 20

What is changing

Simply moved macro definition to outer scope

Maybe We need add a C++23 CI later. Now github action will compile and test ylt in C++20/17.
