tubclean broken #394

It looks like commit 9da239c removed the "donkeycar" directory, and since that point the tubclean won't work since the various webpages needed for it now longer exist.
I'm happy to do a pull request to reintroduce it, but I wanted to check whether it was deliberately removed first.

Ref ticket autorope#394 - Readding tubclean web interface files.

+ tubclean interface re-added.
+ Hash values for scripts updated appropriately (Chrome doesn't block them now)
+ Added a "Fast forward 10 seconds" function to the interface.
