Wrong Z index on favicon tiles for New Tab Page #23858

Description

New tab page is having an issue where the tiles themselves are having a higher Z order than the add/edit site modal

Steps to Reproduce

Be on Release channel
Visit sites and build a history
On new tab page, click ... and pick Show favorites
Click Add site (the big + button)
Resize window if needed

Actual result:

favicons will be over the modal

Expected result:

Favicons should be below the modal

Reproduces how often:

100%

Desktop Brave version:

1.40.x (release channel)
