Can't connect to server error is often seen when switching between regions, while Connected

Steps to Reproduce

installed 1. 54.30
launched Brave using brave.exe --vmodule=*vpn*=2 --enable-logging=stderr
purchased, configured, and connected to Brave VPN
switched connected regions as shown in the screencast and logs

Actual result:

Switched 10 regions winthout any issues, confirmed that there is no Can't connect to server error when switching the regions
While switching the new region the VPN status changed from Disconnected -> Connecting... -> Connected
While switching the 11th region, the Disconnecting... status message with spinner is shown for almost 10 mins in the VPN panel after a while tap on the VPN icon doesn't open the VPN panel, the VPN icon is greyed out, restart browser fixed the issue and VPN connected to the 10th region and VPN icon turned to green color, tap on the VPN panel opens up the panel and which shows the 10th region instead of 11th region. [Note: verified this for 3 times getting the same result all the 3 times]
