History columns have style issues

Describe the issue you encountered:
Column headers on about:history are:

• too tall
• are not positioned properly
• chevron is wrong

Expected behavior:
Should look like the original implementation

• Platform (Win7, 8, 10? macOS? Linux distro?):
• Brave Version:
  master / HEAD
• Steps to reproduce:
  1.Launch Brave and browse a few sites, to establish a history
  1. Press cmd+Y (or ctrl+Y)
  2. Notice the columns headers are too tall
  3. Try to sort the columns
  4. Notice the chevron reverses as expected but there are style issues.
