It looks like this.
There is a button in the service-def column with a tooltip on it that tells the user that if he cliks, then the cutout form open.
In the cutout form there is an icon to do a circular selection.
When the user releases the mouse, the ra, dec and rad text input values are changed with new ones.

Feel free to tell me if I missed something, or things/ideas to be added for a better user understanding.
