For some reason, the build is always saying this:

Since we are on develop branch with a pull request number, we are just going to package the solution, with no deployment

Even though no Pull Request Number is provided:

APPVEYOR_PULL_REQUEST_NUMBER :

Need to find out why that is.

(#196) Trying to fix broken build

- Rather than checking for "", switched to checking for $null
- Hopefully this will correct the problem with not deploying to MyGet as part of build process
