WorldGuard Integration

As of version 0.0.8, if WorldGuard is found, a new flag chunk-claim is added. By default, new regions will have this set to ALLOW (This can be changed in the config).
Note: WorldGuard 7.0.0+ is required! You must be running a 1.13+ server to use WorldGuard 7.0.0
To disable claiming of chunks within/touching the region, set chunk-claim to DENY: /rg flag <REGION-NAME> chunk-claim DENY
