• Add CodeQL

• Add building docker images

  • building images only when a tag is pushed
  • building images on push to main based on a paths filter

• rename dev-env image to follow the Dockerfile.* pattern

• schedule actions updater to run once a week

• remove workflow_dispatch from License header action
