Add rawnet3, fix evaluation

• Adds RawNet3 model training recipe and evaluation
• Apply formatter removing semi-colons and whitespaces
• Fix evaluation error, reported in Cannot get 1.1771 eer (a large gap) with the pretrained model in README #144
