Trying to conda install matplotlib on my windows box, leads to downgrade of jpeg from 9b-vc14_0 to 8d-vc14_0 and (why?) libtiff from 4.0.6-vc14_4 to 4.0.6-vc14_2.

As this is working now, I very much appreciate merging this, to check if this helps building conda-forge/wradlib-feedstock#13

Just had another look, merging won't help in my case. All windows builds are with jpeg 8d, does anybody know why? I'm not sure, but this will likely break any environments which also need gdal.

OK, qt-4.8.7-vc14_8 needs jpeg_8d. But this breaks all packages which are pinned to jpeg 9* as written in the pinning wiki.

Also libtiff is affected and will be downgraded (but this isn't a blocker).
