Add the option of emitting amino encoded json from the CLI #7221

This adds the option of sign/multisign emitting amino encoded JSON instead of the standard JSON encoder. This is intended to make the the Legacy Amino interface for Stargate more self documenting.

Before we can merge this PR, please make sure that all the following items have been

write a little note why.

Targeted PR against correct branch (see CONTRIBUTING.md)
