So someone can set this during their `add_subdirectory(palanteer)` if they know their project will only need certain targets

So someone can set this during their
add_subdirectory(palanteer)if they know their project will only need certain targets, instead of having to manually modify the palanteer CMakeLists.txt file to remove the targets they don't want.
