While developing on a newly started Elasticsearch + Kibana on master branch I have seen this warning message logged:

server    log   [14:04:30.308] [warning][collector-set][plugins][usage-collection][usageCollection] ResponseError: index_not_found_exception: [index_not_found_exception] Reason: no such index [.fleet-actions]

This warning seems to show the expected state for me, which is that I have not installed Fleet locally.
