Describe the feature:
Today, switching to a query-based annotation opens the filter input, but doesn't move the user's focus.

Describe a specific use case for the feature:
It would be nice to save them a click and move the focus for them.

## Summary

Fixes #144717 

Assign focus to query input on popover open for the query annotation
panel.
I think it should be extended also to the Filters popover case, but
perhaps it's worth consider it as separate case.

## Notes

#### Why using a CSS selector with the `data-test-subj` rather than
using a ref or an Id?
Both ref and id are controlled internally by the `QueryStringInputUI`
component and perhaps it would require some more work to either accept a
ref/id from the wrapper component, or having a callback system to get
these internal refs upstream.
I thought using an unique identifier like the `data-test-subj` would
suffice in this specific context, but open to discuss alternatives.
