Summary:

Related: #186139

Before we remove bfetch, we need to deprecate the advanced settings, bfetch:disable and bfetch:disableCompression. We can possibly consider moving these to a config.yml setting, or even just removing them altogether.

Resolves elastic#186331.

Deprecates the advanced settings for bfetch, which is proposed to be
removed in 9.0: `bfetch:disable` and `bfetch:disableCompression`
