## Summary

Fixes elastic#145746

The bug was in an expression utility which was appending a clone of an
existing column within the `time_scale` evaluation. The fix was to
ensure the column was actually overwritten rather than duplicated in
that specific case.

Now the `Counter rate` function is no longer duplicated in the
inspector:

Created also some unit tests for the utility function.
