Several improvements in browser keyboard handling
- eclipse-theia#4879: added command to choose a keyboard layout - BrowserKeyboardLayoutProvider state is stored in LocalStorage - Added several static keyboard layouts Signed-off-by: Miro Spönemann <miro.spoenemann@typefox.io>
