Bring in gomod changes

This updates the boilerplate to use go modules instead of dep and follows the changes that have already been made:

• migrate to go module datacatalog#21
• Migrate to go mod flytepropeller#38
• Migrate to go module flyteadmin#35
• Migrate to go module and remove old Hive integration tests flyteplugins#36
• migrate to go module flytestdlib#50
• migrate to go module flyteidl#27 (depends on migrate to go module flytestdlib#50 to be merged and released)
