Motivation:
Interactive & CI envvar detection should be shared in common plugin library.

Modifications:
- Upgraded to 1.9.0-M17
- Deleted interactive() method
- Pull-up buildTool field, requireBatchMode, pluginConfiguration.

Result:
Less logic in maven plugin, more in common !
