Add default CODE_OF_CONDUCT.md and SECURITY.md files

If I understand the documentation correctly, adding these files here
should provide defaults for all the public repositories in the `grafana`
org. For these files, they all should be the same for all public repos.

These files have been copied from grafana/grafana.

If for any reason a repository needs a different version of the file,
they can simply add it.
