Enable query sharding when tenant accepts native histograms

• Enhance Prometheus code to be able to inject serializer into the web api (started by @charleskorn Extension point for returning different content types from API endpoints: expose QueryData so that implementations of Codec can use it. mimir-prometheus#427) The serializer would be triggered by "Accept" HTTP header.
  Use a serializer to transfer the encoded histograms in the PromQL result to the query-frontend (without decoding them into inefficient JSON).

Use the resulting data in query-frontend to feed the PromQL with series samples.

• Check that query sharding can deal with series where the type changes (histogram to float histogram, etc)
