- More robust alerting resource listing. Sometimes they fail to list in new orgs because the alertmanager hasn't been init yet
- Run tests on a different runner (to avoid conflicts and ID increments)

In order to lower resource usage and have a faster runtime, PRs will not run Cloud tests automatically. |
