data aws_db_cluster_snapshot can return unavailble snapshot

Description

When configured per the manual: https://registry.terraform.io/providers/hashicorp/aws/latest/docs/data-sources/db_cluster_snapshot

and retrieving: most_recent = true

The data source will sometimes return an in-progress snapshot, which is not available.

It should also accept a parameter: available = true or status = available

or similar which would filter out in-progress or status: copying snapshots.
