The EMR-managed security groups may be modified by AWS, leading to Terraform failure. Added a workaround to a race condition between AWS and Terraform, as well as a link to relevant documentation in AWS. Relevant 16-Jul-17 for Terraform 0.9.9. Related to hashicorp#320.
