Update EKS Cluster IRSA Documentation - Remove References to now EOL K8S Versions

Description

Clarifies documentation which makes it sound as if this is only for EKS clusters running EOL versions of Kubernetes. This is now guaranteed to be available for all EKS clusters, running any available Kubernetes version.
