* Update the default host of the `IrcConnection` block in the `appsettings.json` to point at `irc.libera.chat` (was `chat.freenode.net`)
* Update the default `AspNetUserRoles` in the `SpikeCore.db`:
* Remove smippy, as he is no longer around
* Repurpose the two generic `AspNetUsers` to match the values we're using in the production DB (i.e. kog/admin and cloaked/regular user)
* Add default karma item while I'm at it...
