Since #1937 offers a less intrusive experience and retains links into existing changelogs, I think this PR is obsolete. |

This is meant to help figure out the way forward on #1682.
This outputs the checklists in a separate section.
I think it would be nicer to integrate them with the changelog page but I couldn't find a way to make that work with Hugo because the changelog is not a section but a regular page. I think changing the changelog to be a section would break links to the existing releases' changelogs and I wasn't sure if that would be acceptable. #1937 pursues this matter further.
