It'd be good to have a quick comment explaining what this is doing.
I believe it's the crux of the fix here - limiting how far we update the last receipt stream ID in case we didn't process all of them?

We're no longer reading the MAX(stream_id) and instead explicitly bound what we pull from the DB, so this comment is no longer true.

The problem was that we would limit the number of rows we pull out of the DB, but always update the latest location to the most recent ID
