A CI package should be added testing the R package on arm64 macOS.

See #6391 for reference on how to do this.

Benefit of These Changes

Would reduce the risk of release failing CRAN's r-release-macos-arm64 check (https://cran.r-project.org/web/checks/check_flavors.html).
