allow top-level help command to output usage and list available commands #1643

Summary

Top level mojo help subcommand is currenlty returning Invalid command 'help' instead of usage and available subcommands.

Motivation

Bring back usage and command list functionality.

We missed that mojo --help and mojo -h also didn't work. 58d78c2...d88bb31
