chore: Change "Report a Bug" link in repo COMPASS-8267

Description

Update to the Github issue submission configuration to change "Report a Bug" link to https://jira.mongodb.org/ from https://jira.mongodb.org/projects/COMPASS/summary, as the latter presents an error message when not logged in to the MongoDB Jira instance.

That's a good point. I don't think there's anything we can do in terms of the link, but I did add some additional helper text to specify the COMPASS project.

Is it just me, or does this also happen to you?:
After I open up this page (https://jira.mongodb.org/) on my browser (using safari for no cookies), if I click the Create button without signing in I get an infinite loader. It seems like an experience we could streamline. Not a blocker since these changes look good, but I do feel like we could make this easier for folks (and also help them to attach their logs).

Yes, it happened to me as well. Upon refresh, the modal opens up.
