Generated header files not getting used correctly

Describe the bug
Doesn't implement current pattern for generated files

To Reproduce
Use a cfs_msgid.h file in *_defs and watch it burn

Expected behavior
Should use global override

System observed on:

• OS: Ubuntu 22
• Versions: main-ish (some project customizations)
