This PR allows to generate patch library for each subregion (county) separately. This includes changes to r.futures.calib (deriving patches) and r.futures.pga (using county-specific patches).
The bahavior is backwards compatible. User can switch on county-specific behavior in r.futures.calib with -s flag. r.futures.pga automatically determines if the input is per county or not based on the number of columns in the patch library CSV.
