Refactor OC\Server::getHasher #40138

This PR refactors the deprecated method OC\Server::getHasher and replaces it with OC\Server::get(\OCP\Security\IHasher::class) throughout the entire NC codebase (excluding ./apps and ./3rdparty).

Additionally, where necessary, the OCP\Security\IHasher class is imported via the use directive.
