Procedures to Release Open MPI

Release managers must update library versions just prior to release. The new version numbers follow a very specific set of conventions and rules. The Open MPI README file describes the versioning scheme rules; it is mirrored on this public web page: http://www.open-mpi.org/software/ompi/versions/
