This removes 2 further mentions of the former bootstrap committee from the GC charter. I tried to minimize the impact of changing the meaning of the charter, however this was not possible for the sentence that the bootstrap committee commits to change the criteria within it's first year, so I created a new commit date for the GC, please take a look
